President Yoweri Kaguta Museveni issued a stern warning against Parish Development Model officials charging or stealing from beneficiaries during a rally Tuesday at Kizinda Market in Bushenyi – Ishaka Municipality.
Addressing thousands of National Resistance Movement, or NRM, supporters, Museveni vowed to decisively deal with anyone found sabotaging the program intended to lift Ugandans out of poverty.
The president, accompanied by the First Lady and Minister of Education and Sports, Janet Museveni, also revisited the NRM’s seven contributions to Uganda, emphasizing peace as the most critical.
He noted that countries like Sudan are suffering due to sectarian politics based on tribe and religion, stressing that “Uganda was heading in the same direction, but when the NRM came, it stopped all that.”
“We created a strong national party and strong institutions like the army and police,” he said. “When you vote NRM, you are not helping Museveni; you are helping yourself.”
Development and Wealth Creation
Museveni highlighted achievements in economic infrastructure, noting that Bushenyi District, which now has 17 sub-counties and town councils, 72 parishes and 571 villages, has benefited from major road projects including the Ishaka–Kasese road and the Ishaka–Kagamba road.
He announced that funds are available for the government to construct the Mbarara–Ishaka road and upgrade the Bwizibwera–Nyakambu–Buhweju–Nyakashaka–Nyabirizi route.
On electricity, he noted that 15 of the 17 sub-counties in Bushenyi are already connected, with the government planning to extend power to Kyamuhunga Sub-county and Bitooma Town Council in the next term.
The president urged residents to distinguish between development and wealth creation.
“Tarmac roads and electricity do not mean you have wealth,” he said. “Wealth creation is for the individual.”
He encouraged the adoption of the four-acre model, saying that although Bushenyi is known for dairy farming, many are reluctant to plant pasture, which limits productivity.
Museveni reported that the number of households outside the money economy has reduced from 68 percent to 30 percent, attributing the success to increased production in coffee, milk, palm oil and the growth of industrial parks.
Janet thanked Bushenyi residents for their support, urging them to vote on polling day to protect the gains achieved.
Bushenyi District NRM Chairperson Hajji Hassan Basajjabalaba thanked the president for the development in the district, including the banana factory and road network, and appealed for an industrial park in Bushenyi and the introduction of a national medical insurance scheme.
