RDCs Set To Earn UGX9M Per Month
Government has proposed to increase the salaries of RDCs from the current UGX2.29m to UGX9Million, while that of Deputy RDCs is projected to increase from UGX1.28m to UGX5Million.
The salaries of Assistant RDCs is also proposed to increase from UGX877,216 to UGX2.69m, a move that will see taxpayers spend UGX29.078Bn annually, on their salaries alone.
The revelation was made by Alex Byarugaba, Chairperson, Presidential Affairs Committee, while presenting the report on the 2026/26 Ministerial Policy Statement for the Office of the Presidency, where he revealed that Uganda currently has 146 RDCs, 170 Deputy RDCs and 432 Assistant RDCs, whose salaries haven’t increased in 20years.
Byarugaba noted, “The Committee established that, for almost 20 Financial Years, salaries for RDCs and Deputy RDCs have been stagnant. The Committee is cognizant of factors like inflation that erodes the purchasing power. In addition, by comparison, other public servants over whom the RDCs play an oversight role, like the District Chief Administrative Officers, received significant salary enhancement.”
“The Committee was informed that Cabinet proposed an increment of UGX6,706,800, resulting in a monthly salary of UGX9Million for an RDC. This translates into UGX11,750,313,600 (146RDC X UGX6,706,800). Additionally, the Committee considers a salary enhancement of UGX3,722,631 for Deputy RDCs and UGX1,877,784 for Assistant RDCs sufficient, when compared to the proposed enhancement for the RDCs. This results into a monthly salary of UGX5Million for Deputy RDCs and UGX2,695,000 for Assistant RDCs,” Byarugaba added.
Byarugaba noted, “Given that there are 170 Deputy RDCs and 432 Assistant RDCs, the proposal translates to UGX7,594,167,270 and UGX9,734,422,222 additional requirement for the FY 2026/27. The Committee recommends that a total of UGX29.079 Bn be allocated to Office of President to cater for the salary enhancement of the 146 RDCs, 170 Deputy RDCs and,432 Assistant RDCs in the FY 2026/27.”
The Presidential Affairs Committee also recommended for additional resources worth UGX2Bn to be availed for the construction of offices and accommodation for RDC, upon learning that out of RDCs deployed in 746 administrative units, 107 are accommodated in rented premises, 24 are housed by District Local Governments, while 15 are accommodated in offices constructed by Office of the President at a unit cost of UGX700Million, with one office construction per Financial Year since FY2012/13.
“The Committee observes that rentals are not sustainable, hence the need to construct at least five offices per yea-r to accommodate more RDCs. The Committee recommends that UGX2Bn be availed for construction of four offices, which would translate into five offices each Financial Year, starting FY2026/27 so as to guarantee suitable office accommodation for RDCs in the medium term,” Byarugaba remarked.
